Let's say that in the rasi chart (natal chart) is the highest degree planet (Atma Karaka) Mars in Pisces, in 9th house. This can add effects that the partner is in some way characterized by Gemini character and 3th house themes.

If Mars is in D-9 chart Aries sign and thus has the opposite sign Libra, the partner can have quite a number of Libra effects. If the D-9 chart has the ruler of Libra, planet Venus in Cancer, it can be added in some way in addition to reading from Libra to Cancer both 4th house qualities and also 10th house qualities (more Cancer influence and also Capricorn influence). 

I know that the D-9 is often like a planetary refinement chart, but the same logic seems to work pretty well for both the natal chart and the D-9 chart. How much it could add to the properties depends on the aspects and other important things. Of course, Dara Karaka is also important, but sometimes Atma Karaka´s opposite sign and house seems to characterize the partner quite well too.

Using divisional chart other than to specify the quality of the planets is a slippery slope, but sometimes it helps. In a natal chart, it works much more clearly.
