If the water sign is an enemy sign, it will be starved I believe.
The lords of all the water signs are the Sun's friends though. Moon, Mars, Jupiter.
But a general rule is Saturn can indeed starve the Sun or another true enemy simply by opposition I think.

I think Mona was answering generally what happens when a planet is in an enemy's water sign, for example Saturn in Scorpio will be starved, not thirsty.

I think you expressed it coherently and concisely! At least, I thought you asked exactly what you did ask. Misunderstandings happen anyway, especially in online communication, since we're all operating in such different contexts, doing drastically different things sometimes.
Perhaps, Mona hadn't seen the video before she answered you, so she didn't immediately connect to the context of your question.
I also recently found out that I have been likely dealing with chronic brain impairment/damage do to long-term use of medications that didn't work well anyway. I have a feeling their aren't many astrological remedies that can regrow brain cells or restore a shrunken brain, a depleted dopamine and serotonin system, and a frontal lobe and prefrontal cortex that has dimmed down to a dark twilight state.
It must suck to feel damaged by medications and feel like they made things worse.
But, there is some research on these, mostly linking meditation and brain.
Maybe try that?
And using music as a way for brain entrainment //but it could also be a dicey area, like mind-control, gotta be careful as well.
