Does a planet being in a sign of Saturn get delayed?

It seems that if a planet is aspected, conjunct, or even sometimes sharing same lordship as Saturn things of that planet might get delayed, but what about if a planet is simply in Aquarius or Capricorn even if its not aspected or conjunct? Lets say Mars in Capricorn, exalted, does the greatness of Mars in general tend to happen a little later in life just from being in a sign ruled by Saturn?
