Could or should one strengthen the sun with appropriate ring and stone if sun in rashi is in "great friend" sign but in D9 is in "great enemy" sign? person has anxieties and does "not feel herself". Or is "great enemy" D9 too dangerous?

Yes you can wear when in bad dignity, in fact, that is when its needed most.
