From what I know, agitation is when Venus is within certain degrees of the Sun  i.e. is Combust vs Conjunction which is starvation

It is both starvation and agitation if Ve is in the same sign (conjunction) as the Sun. But you would mostly read it as agitation. This is how I think we are supposed to read it as...

It's Venus suffering on both accounts- starvation of its nature and goals and being agitated too... if some friend helps enough would save it 

Agitation often happens simultaneously with starvation, when the Sun is an enemy to the planet it is sharing the same sign with. So both things are happening.
