Two grahas in different signs but close to each other - Conjunct or not

If Mercury is at 25 deg Cancer and Rahu at 1 deg Leo. Will Mercury be considered conjunct Rahu and thus be in vikala avastha ? 

Similarly if suppose Moon is at 1 deg Taurus and Mars is at 23 deg Taurus will they be considered conjunct ?

Proximity of degrees is considered for planetary avasthas regardless of their Rashi.

In my chart for example, Venus is in 28 Taurus and Sun in 2 Gemini - they're quite close in proximity and thus Venus is combust in my chart, regardless of them being in two different signs.

While combustion crosses sign boundaries, conjunctions do not and so mercury will not be in vikala avastha in this case.
