Clarification: Rahu's movement with regard to the Muthaha

Rahu's movement toward or away from the Muthaha is important in judging a year for the individual.  Because Rahu always Retrograde, this would make the result of Rahu's movement in a higher degree in same sign as Muthaha in same sign, actually moving toward it?  And if located in a lower degree of same sign as Muthaha , moving away?  Just the opposite of what one might assume when assessing a planet.  Am I correct?
