Focus, intensity and power get easily utilised (which is actually the uccha bal) when the person has an upfront confidence to use it.
In contrast consider another person having the same uccha bal having power, intensity etc... but planet is combust, so even though they have all these things too but have no confidence to put them in action.
So combustion and retrogression are two opposite polarities, in the former planet gets cheated due to lack of confidence and in the later the planet is confident in it's attitude
