Could it be like if the person master's the ecliptic card first then he could better manage the preceding 12 cards?
Looks to me ecliptic card is the doorway to higher consciousness following which everything else should fall in the right place.

eclipict and 1st cusp card are most important as that is what most of our life is about, self, and actions of the self.
Then the sun card is important in the life and each year as it sets the foundation for the year. YOu will notice that whatever the sun card is each year, that card carries an influence all year long.
