Planet consciousness - How much it is in the rashi ruled by planet

@ernst - I understand that to get the full picture of planet's consciousness we need to see the planet placement in a rashi and also the rashi it rules in other words for e.g for Ve If Ta and Li are trashed with malefic or enemy planets (and Ve is in Pisces (exalted ) )  how much % we reduce on account of Ta and LI signed are being  trashed ? can we quantify or we just  should be little conservatives in predicting Exalted Ve things   or Things influence by Ve
