I don't understand what it actually does like does it tell how successful or popular a person is gonna be? 

 

Like ok, someone has uninterrupted argala , now what? What's it's indication now?

you need to judge the raja yogas and the 10th and 11th houses for that.

@ernst but what does argala indicate? What's the need of looking at it and what does it proove?

Argala is another way that planets can influence each other or a sign or a house when not being conjunct. One way is aspect, the other way is argala. So the argala anchors that which it forms argala to. It makes that thing more concrete and important in a person's life.
