rasi dasas and importance of aspects

Having watched the Rasi dasas videos as well as Ages of the planets, I would like to know the following. If I remember right in the Rasi dasas course it was said that the planet in the sign has more weight on the sign than the planet aspecting it. In the Ages of the planets class, however, we also deal with rasi dasa but here it seems to me that the planets in the rasi are treated as if on a par with the planets aspecting. For example: If Sa is in the sign and aspected by Ju and Ma, it is said the sign is one third good and two thirds bad. Now I wonder what is correct. An example: If we have Sa in sg aspected by Ve from Ge and Su from Vi, could we claim that Pi sign will be equally bad as it is under the same influences even if Pi is empty? The difference is in the dasas. If you are running the dasa of a sign with a malefic in it, then the entire dasa is gong to have that hard quality to it. If the dasa is only aspected by a malefic, that malefic quailty will only be there during the antardasa of the aspecting planet, so its much shorter of an impingment on that sign. But when we just judge a sign for wellbeing, its the same whether rasi aspected or conjunct.
