would a planet in enemy's sign which is also a water sign be thirsty or starved?

In the Trishita/thirsty video of Lajjitadi Master class, Ernst said that the planet is considered thirsty if 

1. It is in the water sign 

AND 

2. Aspected by enemy (enemy planet is not physically present with it - not conjunct with enemy or Saturn)

What if planet is in the enemy's sign and it's a water sign?

Since the enemy planet is not physically present in the sign, would it be in trishita/thirsty avastha?
