no, you can't say that. If thats the case, you need to look at strength of planets in their chart that are getting influenced. 

Yes, has to be around full no matter what. Otherwise that moon would be a big trigger to everyting once a month. 

Thanx, that is how I remembered as well. Another interesting thing is that a karaka in transits may act as a bhava factor and as a self factor. Is there a theoretical background to this or was that discovered by experience?
