In the D60 we primarily use the dignity and baladi avastha to determine which planet is stronger candidate for the saham to happen. In the case where Ra/Ke is in the Saham rasi in the D60 or in the relevant bhava from the saham it becomes difficult to determine if the rasi lord is stronger or is Ra/Ke stronger since they both have the same dignity. Does the baladi avastha then become the main factor or is the dignity of Sa/Ma become the main factor?
For a good saham good dignity makes a planet stronger and for a bad saham bad dignity makes it stronger but in terms a baladi avastha does a good avastha always make it stronger?

@ernst So are you saying its not possible to predict if the event will happen in Ra/Ke or its lord. I mean a lot of events can't be split into partial results in one dasa and more results in another dasa. Its either yes or no.
