Hello @ernst,
This past eclipse was most visible on the west coast of the U.S. around 9:15am or so. The new moon was exact at 10:55am. My understanding is that we cast the eclipse chart at the exact new moon or a lunar eclipse at the full moon. But wouldn't that the height of the eclipse would be the chart to cast?

eclipse is a visual phenomenon which means that the time visual alignment is what matters, the moment of most full eclipse. Since the ecliptic is at an angle to the earth's equator the zodiac degrees do not line up with the visual alignment degrees. Its the same as what happens with planetary war and combustion.
