In Vedic cosmology there are fourteen Lokas.
What is the relationship between those Lokas and astrology?
The first thing that comes to mind are the seven chakras that somehow double as the upper and lower worlds. Those fourteen Lokas appear to be related to different levels of consciousness.
I am looking at this relationship so any thoughts and information on this would be great. Or a good text on the subject .

That is exactly what I was taught in Sant Mat (Surat Shabd Yoga) when I was following that system.
The planets rule the chakras based on the manifesting cycle with Saturn ruling Earth, Mercury ruling Ether, Venus - Air and Jupiter - Water and Mars the same as the Sustaining Cycle - Fire.
Ernst discusses the chakra rulership by Signs somewhere, I forgot where, but briefly Cancer/Leo = Ajna,
Gemini/Mercury = Visuddha,
Taurus/Libra = Anahata,
Aries/Scorpio = Manipura,
Pisces/Sag = Swadisthana and
Capricorn/Aquarius = Muladhara.
These are the feminine/masculine energies of chakras/kshetram and they are the manifesters of their respective rulers. And each one has a loka in the Astral and Causal.
When analyzing these in the horoscope, I use the Rasi and Siddhamsa.
