Hi, I have a chart of someone born nearly at the intersection of two Lagnas, Aquarius and Piscis. He is still Lagna Aquarius but when I skip a minute further with the time the placement changes into Lagna Piscis .The descriptions of both Ascendants matches the personality. Is it possible in these cases, that a person can be endowed with the qualities of both lagnas in some way?

Not according to the astrological tradition that we follow here. I dare to answer, not being the most experienced astrologer on the forum, since my own lagna is at 29:50 degrees.
