Regarding Signs/Bhavas and Planetary Friendships

Hello @Ernst and fellow astrologers. Let's hypothetically say you have Jupiter, the Sun and Mars in Sagittarius, in the 7th bhava, and you are asked a question about travel-- these planets are all friends, so would the sun and mars still give the possibility of travel complications since they are cruel planets even though they are friends with Jupiter, friends with each other? So my question in general basically is: do cruel planets still cause afflictions even if they are friends with the sign they are in or with other planets they are conjunct with, et cetera?
