Nakshatra gana

For the Nakshatra ganas, do the planets in nakshatras play a greater importance than planets in rashis? 

There is no clear explanation on what nature Deva, Nri or Rakshaha is.

What if you have more planets in fixed signs, would that make you more Nri? 

As compared to one who has more planets in mutable signs (Deva?)
