Hi Ernst,
What does it mean for a mind to function at a high creative level? How does one quantify the difference between an intellectual level and a creative level? How does one achieve the breakthrough to get to the creative level? How does creative intelligence manifest when the Sun is in the signs that are not an air sign?
Could you give examples to help me understand?

It means to function as a 5th and 9th house level rather than a 3rd or 6th house level. So look for intelligence factors that involve those houses. Dharma raja yogas provide creative intelligence, vipareet raja yogas provide intellectual intelligence and problem solving intelligence. Air signs have nothing to do with it.
