With respect to rahu cusps:

1. Look at the the angle that rahu is closet too. Read that angular placement of the nodes. 

2. Look at any cusps in the same sign as Rahu.

3. Look at the closest cusp to rahu if its different from 2 above and give that cusp emphasis as well. 

If a cusp is in the same sign as Rahu, but Rahu is closer to another cusp in another sign, which cusp will get impacted more? When it comes to resolving Rahu in relation to the cusps, will there be a hierarchy? If so, which cusp will get resolved first?

THe cusp in rahu's sign is most important. In the end, its the RASI that rahu is in need of developing, the house is secondary, its just the place to develop the rasi.

Here is a good example with the nodes not conjunct any cusp. 

Gemini asc with Rahu in 6th - scorpio and Ketu in 12th - taurus. Nodes are not conjunct any cusp but closest to asc degree and 7th cusp point. Interesting that lords Ve is in 7th while Ma in 1st.

So as the Rasi develops, the cusp in Rahu’s sign gets developed, and as a result the cusp closest to Rahu that is in another sign gets developed. And it becomes a loop building up on each other. Did I get that right?

In the case where there are 2 or more cusps in a Rasi, does it follow a hierarchy as to which cusp gets developed first after the Rasi gets developed? Or it depends on what the aspects to the cusps are? In that case, does the least aspected one gets developed first as it is the easiest one to develop?

its not so simple, it depends on what vargas the cusps fall into and how the lords of those vargas are doing. I have never found it neccessary to split that hair.
