Too little light on the Moon or not the best placement (example, placement from Natal Moon in 8th house) of the Moon in Muhurta chart - which is worse?

 

How much weight can be attributed to the light of the Moon (waxing Moon, still really close to the Sun)?

It depends on the tithi, get a good tithi for the event and  you get a good amount of moonlight for the event.
