@ayan I am not sure about Rahu/Ketu, but after sunset is fine because it's ruled by the Moon, midnight is ruled by Venus so that would be a great time especially if Venus is strong in the sky (like right now in own house Taurus). Noon belongs to the Sun so I am thinking that should be ok...There are a ton of other details to consider, the "avoid sun set" was just the first that popped into my head. By Sunset time - I am thinking more la 4pm to the time the Sun sets.
I actually think I heard Vic DiCara talking about this too, a while back. If you write him - maybe he can point you to the right video. But the Muhurta should have plenty of guidelines too.
I wish more people would pay attention to these things before hand, maybe the divorce rates would be lower if we'd more aware of auspicious times...at least for important things in our lives.
