Hi @ernst

Moon is starting lunar eclipse around 13:39 deg in scorpio today.

Do you consider the lunar eclipse strong effects to cusps/planets falling in 5 deg radius in scorpio (around 13:39) in any vargas like D60 etc.. or only in rasi?

And do you consider the degrees when the eclipse starts or when maximum eclipse happens?

No, only look for eclipse conjunctions in the Rasi and use the degree of max eclipse.
