IF you are casting a chart for the moment the eclipse is happening on their planet in order to get a custom eclipse chart for them, then yes, cast it for their birth place. 

I do not know that book, so can't help you there. BUt this lunar eclipse was one of solving problems, so we have problems, this eclipse is here to help us solve them. So maybe this is the tools you need so solve some stuff in yourself.
