i am looking at several charts including my own, and just as an observation i notice starting with the D-16 on to D-45, i notice Rahu and Ketu are always together. From D1 to D-12 and D-60 they are the opposite of each other which is how i understand them to be. Why is that? and how does one interpret the varga charts in general when Rahu and Ketu are together in a sign?

Yes, in many vargas rahu and ketu end up in the same sign. This is because in these vargas opposite points in the rasi are the same sign in the varga. In these vargas rahu and ketu clearly have the same agenda. In other vargas, they actually have the same agenda as well, but they approach it from opposite angles, thus the confusion!
I know someone who has Rahu-Ketu in Pisces in the D60. Is that extra special?
