Hi @ernst, 

Can we see planets transiting over the solar eclipse degree to see anything astrologically relevant? I think western astrology does this?

For a solar eclipse it would have to be within a 6 month span, but say, Mars triggering an eclipse point would have an effect.

Could we use this principle in a prashna or a solar return chart?

Yes, this is important to do for mundane astrology as a temporary chart for the place it was cast.
