It will be very difficult to try to guess the location from the birth cahrt. The easiest thing and place I would start is cast an astrocartography chart and then see if the planets that represent the education have lines in either of those cities, if yes, its most likely that city they will go to.
Read also the declinations and see what planets are closest to angles in those areas and again, see if any of those planets relate to the education.
