perhaps the key word is "individually"  If you read all the planet descriptions in the Outer planet manuel you will see they are concerned with the individuals life.  Doesn't mention planets as karakas of other people, places, etc, just the planets and how they impact the individual.  This is shown poignantly in Saturn getting the designation of the 7th house and the description of it as one's "shadow and projection on to others."  The planets in this section are given these focused designations I believe because of what Ernst says before about the outer planets being primarily about the inner world and my guess is that one of these outer plants transiting Venus can effect relationships but perhaps that comes more from an inner challenge or change to "Bearing burdens with comfort and with a sense of dharma and prosperity" that then translates to the other world.

thank you all, i maybe need to clarify my question. what i was asking is if Venus represented by the number 6 (for all the reasons that had been given in different manuals by ernst including the outer planets but not just there ) how does it sit with the fact that 6th is not the favorable place for Venus to be in?

Every planet relates to every house. The question is in what way. 6th house is burdens and pains that are natural part of this world, the way Venus relates to burdens is that it makes them more comfortable. So when you put your backpack on, Venus is the foam in the backback straps and the foam on the back of the pack where it touches your back. So if venus is in good shape, a person can handle burdens and pain well. But a weak venus, they struggle with this. Venus does better in angles and trines with this, especially in the 4th. But in the 6th, venus is feeling constant burden and so it struggles when burdens or pain comes.

@ernst Hello Ernst, does 2nd House sag. Mars aspecting 6th aries provide the same issue (specifically burdens and pains you mention)? For health and Financial wise?

@strychnine No, mars in 2nd is in capricorn so its a mars that can make a lot of effort, but yes, the house mars is in is a house you have to fight for.

@ernst Thank you! I thought from my 2nd H. Mars aspecting to my 6th house is the same or more prominent, but it is where the Mars sits, gotcha!

@ernst thank you Ernst, i guess the logic i was directed by was too straight forward and maybe a little limited. it was just going to make so much more sense if the most supportive planet of dealing with burdens would be hosted in a more "inviting" way by the burdened house.(at least in the case of virgo, its ruler mercury, is a friend to Venus,  so a little mercy there 😉 )

@sharonsegall Normally that logic would work, but every planet has a house it struggles in and that house is the 6th for venus.

The problem with venus and 6th and aslo in virgo is that venus is never supposed to fall behind. Venus in 6th or in virgo means there is a deficit, a deficit has been reached with a planet whose only real responsibility is to maintain equilibrium. So when in these positions a person can get so far behind on something that its just impossible to correct the imbalance and they have to start over, i.e. go bankrupt weather in love, money, etc, whatever it is.

@ernst thank you for that, it is very relevant now when Venus transit trough virgo and we just entered this rattling war, and both sides basically presenting this mind set of "something that its just impossible to correct the imbalance and they have to start over, i.e. go bankrupt ". it cant get more demonstrative then that unfortunately!
