Interesting idea. I agree with the other poster that 4-6 seem off, but I'd add that 7-9 also seem off.
Maybe the below works better. It also has an order to it. The second set ruled by Neptune begins with sustaining, and the third set ruled by Pluto begins with destruction.
4 - Sustaining aspect of sustaining (stability)
5 - Destructive aspect of sustaining (sustaining is impossible- something has to change)
6 - Creative aspect of sustaining (utmost worldly fulfillment)
7 - Destructive aspect of destroying (Termination, Ends, Limitations)
8 - Creative aspect of destroying (you have to "work" it, it's not stagnant)
9 - Sustaining aspect of destroying (sustaining something you already found at 8)
@xyzabc I agree, that works better. And there is logic to it too; Uranus principle first in the Uranus phase, Neptune in the Neptune phase and Pluto in the Pluto phase.

@ernst Interesting, this reminds me of a zodiac decans rulership by triplicity. Aries: 1st decan is ruled by Mars (Aries), 2nd by Sun (Leo) and 3rd by Jupiter (Sagg). Cardinal is creative, fixed is sustaining and mutable is destructive. Then Taurus, for example, starts with a ruler of its own modality (fixed), 2nd decan is the ruler of mutable earth and the 3rd is the ruler of cardinal earth.
