Greetings, fellow astrologers. What do you do when you are giving someone advice, but planets don't fall into any bhava cusps? I assume you just count from the sign then, right? For example, this person has the 7th bhava cusp in Cancer and the 8th Bhava cusp in Virgo, while Jupiter and the moon are between them in the 8th sign of Leo.

cusps are just a part of what is going on. A planet is ruling its cusps. The condition of that planet will determine what its doing with its cusps.
A planet is in a particular sign from the asc and thus flows more readily with the persons life or not depending on what sign from asc it is in. But this has nothing to do with cusps. Cusps dont impact planets in any way. Planets just rule them.

When planets are in the same sign with cusps but don't rule them, can they activate those cusps in their dasha for example ?
Certainly they will get agenda for all the cusps they influence either by conjunction or by rasi aspect... Either they will build them or destroy them or stress them or comfort them based on which planet is doing that...
So if its Saturn connecting to 9th cusp, it will get the agenda of completing the marital karmas and probably finishing up the marriage if there are other indicators for breaks... and if its Jupiter or mercury, they will build the marriage up... Like how Ernst explained in the course...
@ramin Only jupiter and mercury can activate cusps in a significant way if they are not the lord of the cusp.
