Venus not able to disrupt yoga, but why?

In the Yogakaras for Scorpio course, Ernst, in an example talks about Tom Cruise’s chart.  Venus is evil for Scorpio Lagna and in Tom’s chart he was Venus conjunct Moon in 10th House Leo, but Ernst says Venus is “numbed out” at 13:20, but I did not get the reason why Venus is numb to disrupt yoga in this scenario.  What is the reason Venus does not have the power to disrupt in this case?

Moon is the 9th lord, so its the strongest trine lord. Venus is the 7th lord, so its just the second strongest of the angle lords, so venus cannot block moon.
