I know why jamini said it was 7th house rathen then the first , actually it makes more sence this way and wouldn't make any from the first.

What i don't get is why partner is looked through the 10th pada instead of the 7th pada and that confuses me..

I am unsure if your query is open to everyone or directed solely at Mr. Wilhelm. I hope it is the former, as I would like to share my thoughts based on his teachings.
Marriage engages you more actively in the world, leading to the creation of more worldly karma. One might never marry, become a Sanyasi—an ascetic, and be focused on spiritual life rather than co-creating in the worldly sense.
10th house is the karma bhava. The actions we take in the world. It significantly influences how active we are in the world and the impact we make, whether we are married or not. Marriage could imply more worldly responsibilities and more work. It determines how much we do along our paths. Be a spouse or have a job or renounce and be a Sanyasi? The extent of the karma -the action we do in the world (the fruits of our actions) is about the 10th house. The UpaPada is the second most important place as the Pada itself.
We can check the relationship of the Padas. By examining the relationship between the Lagna Pada and 7th Pada, we have an idea of how much room for growth in between the couples.
If you question why marriage and spouse indications aren't derived from the 7th house, you can test these techniques on the charts of people you know well. I do this occasionally, and it greatly helps to ease my mind.
