Should the precedence be given to their lords or conjunctions

I have learned from the course of Rahu and Ketu to look at them as the Lagna and give first precedence to the planets conjunct Rahu and Ketu and then their Lord. But I've seen a few times you giving precedence to their Lord instead of the ones conjunct them. But as in Lagna, we look at the planet conjunct the ascendant, and then its Lord and that's how i do Rahu and Ketu, So am I doing it right or should I give the first precedence to their Lord? Like I've seen you do a few times.
