I believe you look at the total Shad Bala value n Dig is just one piece of that value. When you look at the total even if a particular planet might be #1 in one's chart (relative rank), you want to make sure the Shad Bala value is more than the required minimum value...
What i appreciate about that course and it makes sense to me is it reflects us as people. We all have strong areas and weak areas. Know our weak areas but use our strong areas to push forward in life. Those strong areas will compensate for our weaker areas. Each Bala makes the planet capable in a different way.
Dig is directional strength. It pushes us in a certain direction. It determines if the Graha will effectively guide us towards fulfilling direction in our life. If Dig is sufficient, the Graha will consistently directs the person towards those things that will bring the greatest fulfillment. The planet with high Dig is going to push someone in a particular direction, but they may not be capable going in that direction. If Dig of Mars is high when problems present themselves, the person directs himself to take care of those problems. But if the Sthana Bala of Mars is low so they are not very capable of dealing with those problems. I think one has to look at all the Balas to evaluate the strength/effectiveness of the Grahas...
