sort of, but not exactly, Its simply that a planet in its own house does a good job of providing the better parts of the house. So it helps bring out the good aspects of the dusthana.

How about this example :

3rd and 6th lord Jupiter (Libra lagna) in 6th.

Does this make vipreet yoga?

If there is mercury also in 6th (between 15 deg and 30 deg pisces so not debilitated), then does this delighted mercury help to give higher ability to surmount the obstacles? Does the delight on mercury still make it suffer terribly?

Yes, that is a vipareet yoga. 

If mercury is there the houses of mercury will be damaged, so on a concrete level there will be problems. They will use the mercury will, but they will have to suffer a lot of setbacks due to past karmic debts.
