Jupiter rules the direction mars takes. This is a very important principle that I talk about in the numbers chapter in Graha Sutras. So yes, Mars is a spurt of energy in one direction, but what determines that direction more than anything is Jupiter. Both jupiter and mars, as you suggest, like Amshu.
